How violations and penalties work for sellers

Official materials checked Sep 28, 2026Sources 10
IN SHORT

Every seller starts at 200 points, and violations or poor performance take points away. At 150 or below you can’t withdraw shop funds for 7 days, and at 0 the shop is permanently deactivated.

Who
Sellers (shops) on TikTok Shop Japan. Only the seller can see their own score. Creators have a separate system (the Creator Health Rating, CHR), which this page does not cover.

What happens as your score drops (Account Health Rating)

  1. 200 points (start)
    Every new seller starts here

200 or above is “green” (healthy). Rolled out in stages from December 9, 2025; deductions began on December 17, 2025.

  2. 150 or below
Can’t withdraw shop funds for 7 days

51–199 is “yellow” (you may face, or are already under, corrective actions).

  3. 100 or below
Can’t withdraw shop funds for 14 days
  4. 50 or below
Can’t withdraw shop funds for 30 days, and transactions are restricted

1–50 is “red” (at risk of account deactivation).

  5. 0 points
The shop account is permanently deactivated

You get a notice as you approach each threshold. The official page says the actions are “not limited to” these. There is no published table of how many points each violation costs.

What performance and violations trigger (separate from the score)

TriggerThresholdWhat happens
Late shipment rate (past 7 calendar days; under 4% recommended)10% to under 30%The orders you can sell per day are capped at 90% of your daily average

Campaign eligibility (negative review rate under 3%, late shipment rate under 10%, seller-caused cancellation rate under 10%, no counterfeit-related violations)Missing any oneYou can’t join campaigns. Shop-level disqualifications can’t be appealed
Intellectual property infringement (trademarks, copyright and so on)On suspicionListings can be removed or suspended immediately, sometimes without prior notice
Violating policies or the Seller Terms of ServiceWhen reasonably judged a violationAmounts owed to you (including sales proceeds) can be temporarily withheld, for 180 calendar days from the suspension notice or until the investigation ends, whichever is longer
Violating the Seller Terms of ServiceMaterial or repeated breachThe account can be terminated immediately by written notice

When an order cap (officially “Order Volume Limit”, OVL) applies and you hit it, all products show as “Sold Out” until it resets the next day. If several caps apply, the smallest one is used. The on-time delivery guide says the base is your average daily orders over the past 28 days. When a violation triggers a cap, you get a violation ticket, visible under Seller Center > Shop Health > Violation Records (ショップの健全性 > 違反記録).

What to do

4
  1. Know where your score and violation records are

Your score is under Seller Center > TikTok Account Health (TikTokアカウントの健全性), visible only to you. Violation tickets appear under Shop Health > Violation Records (ショップの健全性 > 違反記録).

  2. Check late shipment, cancellation and on-time delivery every week

All three are measured over the most recent 7 days. For seller-shipped orders, the rule is to reach “Awaiting Collection” by 23:59 within 2 business days of the order date. Late shipment and cancellation caps start at 10%; at 70% or below, on-time delivery brings a warning, reduced visibility or more.

  3. If you get a notice, appeal within 30 days

Up to two appeals per action. The second must be filed within 15 calendar days of the first being rejected. If an appeal succeeds, the deducted points come back.

  4. Know how points come back

Deductions reset after 180 days. You earn 4 points for every 200 completed orders in the past 180 days (up to 20 points a week, added on Mondays).

Why points go down, and how they come back

Points are deducted for violating the Seller Terms of Service or other policies, and for declining performance. The official page only says the deduction “varies with the severity and frequency of the violation”; there is no published table of points per violation.

Deductions reset after 180 days. To recover, you earn 4 points for every 200 completed orders in the past 180 days (up to 20 points a week, added every Monday). Undelivered, cancelled, returned and refunded orders, and links to violating product pages, don’t count. Added points also expire after 180 days. If an appeal is approved, the deducted points are restored.

On-time delivery rate (OTDR) stages

The on-time delivery rate is the share of seller-shipped orders delivered within 5 business days of the order date (weekends and holidays don’t count). It’s assessed every Monday over the past 7 days, and you need to keep it at 70% or above. It became visible on March 23, 2026, and falling below it has triggered restrictions since April 6, 2026.

On-time delivery rateFirst timeSecond time onward
Above 70%NormalNormal
Above 60% to 70%Warning onlyReduced visibility (light)
Above 50% to 60%Reduced visibility (light)Orders capped at 70% of the daily average
Above 30% to 50%Reduced visibility (heavy)Orders capped at 50% of the daily average
30% or belowOrders capped at 30% of the daily averageOrders capped at 30% of the daily average

“Reduced visibility” is officially a “traffic deboost”: less exposure for your shop in search results and recommendations. Shops with very few orders delivered in the period aren’t penalized (the order-count threshold isn’t stated). In Japanese, the official guide is titled 納期遵守率(OTDR)ガイド.

When your money stops

Under the score stages, you can’t withdraw shop funds for 7 days at 150 or below, 14 days at 100 or below, and 30 days at 50 or below.

Separately, if TikTok Shop reasonably judges that you’ve violated a policy or the Seller Terms, it may temporarily withhold amounts owed to you (including sales proceeds) without prior notice (you’re notified when restrictions are placed on your account). The hold lasts for 180 calendar days from the suspension notice or until the investigation ends, whichever is longer.

Types of enforcement (the official list)

The official list of enforcement actions includes the following. It says the list is not exhaustive.

  • Formal warning messages
  • Suspending or delisting product listings
  • Stopping user traffic to your ads, LIVEs, videos and listed products
  • Excluding your products from Shopping Center recommendations
  • Limiting orders or the number of listings
  • Suspending participation in affiliate programs and other events
  • Revoking access to the affiliate marketplace
  • Suspending access to the platform
  • Withholding or cancelling balances and transactions
  • Revoking or withholding promotions and subsidies
  • Applying an extended settlement period
  • Deleting the account

If a seller’s shop is suspended, or its order cap reaches 0, the e-commerce permissions of linked creator accounts may be suspended too.

Appeals

File from the appeal button (不服申し立て) on the Violation Records tab in Seller Center. You get up to two appeals per enforcement action: the first within 30 days of receiving the notice, the second within 15 calendar days of the first being rejected. After the deadline you can’t appeal. If the second appeal is rejected, that decision is final.

Termination of the contract

The Seller Terms of Service say the account can be terminated immediately by written notice in the case of a material or repeated breach (Article 24.3). In deciding whether a breach is material, it doesn’t matter whether it was caused by accident, mishap, negligence or misunderstanding. Separately, the terms allow termination at any time with at least 30 days’ written notice (Article 24.2).

What we haven’t confirmed yet

8

These could not be confirmed in official materials. We’ll add them here, with a note in the page history, once confirmed.

  • How many points each violation costs. There is no table on the public pages for Japan
  • When the 180-day reset of deductions starts counting (the day of the violation, or the day of the notice)
  • What “transactions are restricted” means at 50 points or below
  • Whether the same business can open a shop again after being deactivated at 0 points
  • How long appeal reviews take
  • The order count below which “very few orders delivered” applies for the on-time delivery rate
  • What changed in the August 6, 2026 update to the Seller Performance Assessment Policy (no change history is published)
  • Rule-change announcements after April 2026. The official “Policy updates” page stops at April 3, 2026 (Seller Center notices require a login, so we haven’t seen them)
